About Paula

Born in Baltimore and a long-time resident of Harford County, Paula has dedicated her career to public service, community safety, and responsible leadership. 


Paula graduated first in her class from John Carroll before attending Johns Hopkins University, where she graduated with honors. She went on to earn her law degree from the University of Maryland School of Law and passed the Maryland Bar.


Paula began her legal career as an Assistant State’s Attorney for Baltimore County, prosecuting crimes ranging from DUI and theft to serious violent offenses. She later served as a Senior Assistant County Attorney in the Harford County Department of Law, defending the County in civil matters including automobile accidents, premises liability claims, and contract disputes.


In 2021, Paula was elected to the Bel Air Board of Town Commissioners. In 2023, her fellow Commissioners elected her Chair — a position holding the honorary title of Mayor — and in 2025 she was re-elected by the voters of Bel Air.

Paula has voted for four balanced budgets — without raising taxes and without cutting services. She has consistently supported full funding for public safety to ensure our community remains one of the safest places to live and raise a family.


As Bel Air has faced the pressures of rapid development, Paula has championed common-sense reforms to protect green space, manage density responsibly, and address school overcrowding —

ensuring growth does not overwhelm infrastructure.


As the wife of a retired Baltimore City Homicide Lieutenant and the mother of a Baltimore City SWAT officer, Paula understands firsthand the importance of supporting law enforcement and

keeping neighborhoods safe. 


Paula believes in practical solutions, fiscal responsibility, and protecting the quality of life that makes Harford County home.
